California / Industrial / Cowell Portland Cement Company
The Cowell Portland Cement Company had both narrow gauge and standard gauge locomotives. Numbers 1 and 2 were standard gauge, No. 1 lettered for the Cowell Portland Cement Company and No. 2 lettered for the Bay Point & Clayton Railroad. The Cowell Cement Co. Locomotive did shifting work at the cement plant moving rock from the crusher to the mill. The BP&C locomotive moved finished product from the mill to the Southern Pacific or Santa Fe railroads.
